Would you swap keeping Burns for Horn?

No, Horn still has a higher ceiling, Burns still cant stop the run.  Horn can be a good CB and not sacrifice run support.  Basically IMO Burns was a better version of Mario Addison.

Hard to say, but I would lean towards keeping Burns. The two roles have a symbiotic relationship, and it is a bit easier to find an effective corner in that joint than a pass rusher.

It is very close though as Burns certainly has his flaws as well, but purely from a specialized task perspective Burns is more valuable.

Nah, Horn is elite (yes even though he brushed a WRs facemask. Legit penalty, but it wasn’t egregious and he let go immediately, and it’s the sort of thing that happens all the time.)  He’s a shutdown corner who rarely allows QB to do much in whatever area he’s defending. Has a bad play here and there, but they all do. And he seems to have shaken the injury bug. 
 

Burns is meh. Sure he can get sacks sometimes but not much else. He’s not an elite pass rusher like Horn is an elite corner.

agreed, but when your pass rusher is a legit detriment to the run game it limits your defense.  Burns has 16 1/2 sacks, gimme someone with 11 sacks but wont get bowled over by a RB slightly bigger than Bryce and I'll say i'll take it.

I saw someone say Horn has had a rough time since his concussion, and think there may be something to that. 
Just a little out of sync, a little gun shy on the head on tackling, I can see it. 
He is a three and four down player I don’t see Burns as that. I just take the Rams’ offer for Burns and keep Horn and Sam and DJ and all those picks that we sent off for a big nothing.
