The only lb in this draft class that can even be close to be compared to luke is shaq thompson.

Not because of the way luke plays , because its obvious these two players are complete opposite but shaq and luke are both instant play makers that can Put a whole defense on their back.

Not explicitly, but the way it's written when it says "Though he didn't time nearly as well as Kuechly, his play recognition and reaction are supremely impressive" implies that he's as good as Luke in recognition and reaction, just not his times.
