Pretty sure the GM in most cases has a lot of input as to who does or doesn’t get picked.

If you go back in history and this applies to every GM we’ve had, the biggest problems we’ve had have been the head coach not the players drafted. The 2nd biggest factor was QB play.  This actually applies to every team in the league not just us. Just go back and look at the Super Bowl contestants each year. 

The 2 biggest factors to consider on our future have more to do with Rhule and who and how our QB plays.

Common sense.  His size, speed, and the year he was taken all point to him playing OLB, not MLB, and him being insurance against (previously undefeated in TD's case) Father Time.

 

Do you have any relevant info about him becoming a MLB, or Luke leaving 3 years after he was drafted?

The thing is we have a vast array of college coaches on the payroll now...

I would expect our scouting to vastly improve actually. This next two years at least. 

Just like Norv pushed for DJ Moore and Will Grier, I expect Rhule, Snow, and Brady to do the same. This draft in particular, Hurney will just be the telephone man IMO.

The GM makes the call. He gets input from coaches (something he didn't have in 2010 and that did not go well) and the scouts.  To say that the GM should not be held accountable--when the decision is made on his watch--is not a fair defense.  He above all others, gets credit and blame--I credited his first round picks. 

I also think what you describe will be closer to the actual situation this year--but that is speculation.  I think he was given a ton of freedom under JR---

What happens behind closed doors from team to team probably varies a lot.

We also may have a new scouting department post-draft.
