I don't know why they signed him unless they plan on skipping WR in the draft.

Maybe they were just hedging their bets in the event that Anderson wouldn't sign. 

He's depth, though I don't know that he's gonna be out 4th option. If things stand as they are now, I'm sure Kirkwood and maybe even Zylstra might have something to say about that!

Actually, Person said it too, in The Athletic back on March 30th. The article was discussed on The Huddle.

If they offer a 2nd and Sidney Jones maybe.  Jones cant stay healthy and will probably be released but he “might” do something in time.  Samuel is way to good to give away without that 2nd.
