Refs can just straight up award a TD to a team because of penalties?

Wow, in all my years of watching the game, I've never heard that one before.  At the same time, not sure what else you want the defense to do there when the Eagles use up the full play clock with the hard count to try and draw them offsides.

It's a rule for 'palpably unfair act'. Washington was not trying to do anything unfair, but refs can't necessarily judge intent. The argument has been made that the 'tush push' is already palpably unfair, so it is what it is.

I think the point is a defense could keep encroaching on the goal line to just indefinitely prevent a score. But this was, imo, different. There's just no way to stop that play at the 1 unless the O makes a mistake
