The NFC North was just about as bad as the AFC east for most years.  The Vikes have been decent, but Detroit and Chicago have most been bad during Rodgers time.  Green Bay's failures have been in the playoffs mostly.

Brady. I think he elevates the entire team moreso than Rodgers. 28-3. Brady plays like he doesn't believe any game is ever lost. His drive to succeed is unparalleled.

Rodgers is physically superior to Brady. They're both pretty accurate.

Brains? Probably give the edge to Brady but I don't know that it's by as huge a margin as you might think.

Browns record included? Bill went 10-6 with Matt Cassell starting 15 games, 7-9 with 5TDs throwing Cam and league high Convid opt-out. I dont know about pre-Tom, he replaced Drew Bledsoe. Drew was a legit QB, doubt they had much of losing record during Drew-Tom era.
