They've all been equally bad. The little moments of good are overwhelmed.

Hurney did well in the 1st round. Awful in all other rounds. Gave out ridiculous contracts.

Gettleman badly mismanaged the few star players we have had.

Fitterer likes to wheel and deal and work that draft board, but it's really more just spinning wheels and betting on prospects like he's playing with house money.

Hurney:

Hit home runs in the 1st rounds

Low batting percentage in the following rounds.

Created poor depth, hated his conservative bargain bin Free agency strategy.

 

Gettleman:

Egomaniac

Hit and miss in the 1st round

Strange double and triple down strategy in the draft for same position.

Refusal to pay talented vets, roster yo yo effect.

Poor morale.

 

Fittier:

Like his aggressive style.

Net results haven't panned out yet.

Too liberal with giving up draft picks

Too early on draft selections

Marty actually did quite well in his first run, in that he built a team that had a five or so year run of seeming success.  His tenure brought the likes of Peppers, Morgan, Smith, Johnson, Deangelo, Stewart, Thomas Davis, Cam, Luke, etc in the early rounds. His FA haul saw the likes of Delhomme, Wahle (sp?), Lucas, Stephen Davis, Buckner, etc. 

The bad parts of him that railed the franchise were many of his other draft picks (Eric Shelton, Pickles, that Louisville QB, Jarrett, and the list goes on and on).  The terrible part of Hurney was the insanely bloated contracts he gave to keep homegrown talent.

Have said before the most accurate analysis comes from looking at coach / GM combos, so in that vein you've got...

Gettleman - Rivera: the combo behind our best era and historically best season; relatively limited sample but highest win percentage by far; looked like they might be on an upward trend again when Gettleman was unexpectedly fired

Hurney - Fox: the duo behind our first Super Bowl run (as well as the pairing whose name sounds most like an '80s rock band) but the window closed pretty fast; really only looked like it might reopen for one season out of the remaining five; Fox's exit in spirit came a year before his exit in truth

Hurney - Rivera: only two (bad) years initially, looped back around at a time when they would realistically have been set up for success yet somehow managed to look just as bad or worse on the second go; many would argue that the wrong one was fired at the end

Hurney / Fitterer - Rhule: complicated given the dynamics (i.e. Rhule having full control) but no question Rhule plus anybody is gonna ultimately equal failure; fans were mercifully only subjected to one season of Rhule and Hurney because heaven only knows how deep a pile of sh-t that combo could have produced given more time

Fitterer - Reich: lastly, the here and now...and the only incomplete grade; we'll see

I'd like to add

Hurney:

God awful with salary cap management.

Often gave horribly structured deals to players past their prime and having to constantly restructure

 

Gettleman:

Good at finding cheap vets in FA that helped contribute and/or added depth

Never was able to find reliable offense weapons and lineman for Cam

Built a formidable D-Line

 

Fitt:

Too much of a push over from his owner and HC

Tries too hard to replicate the 2012 Seahawks

*Fitt can at least move potentially. 
 

Marty is the prettiest ugly girl simply because of his home runs.   It’s a long list.   People like to mention the success during Dave’s window….but it was off the backs of Marty’s super studs entering their primes IMO.  Marty probably doesn’t get the credit he deserves for those home runs.  Lots of franchise draft high.  They don’t hit like that.

Because that second tenure didn’t yield the results due to injury, and Ron pretty much, cam was never healthy again after 2017(ironically our last playoff season) but we had talent, we just couldn’t get a qb, also if it’s true about the Herbert article, then he was getting ready to leave us with another parting gift. A decent gm in that time nothing special tho
