because his goal was to own an NFL team and he's accomplished it. The city doesn't matter, the year-to-year records definitely don't matter either. The only goals are to own an NFL team and get a big stadium to win the pissing contest. 

Once you realize that, it's far easier to rationalize everything he does (nothing) and doesn't do (anything smart).
