YES, it’s ultimately Teppers fault. If he had fired Rhule and brought in Flores, etc DW would be on board.

Watson was so impressed with Rhule and Tepper that he is now entertaining meetings with any team that is potentially interested.

Doesn't look good for the Panthers.  Sounds like we're a fallback plan at this point.
