I say the new punter. I think he gets back to near Pro Bowl form.

Ideally Corral but that seems unlikely. Horn and Chinn are good candidates. Maybe Tremble.

Luvu has a massive opportunity ahead of him and showed out great in limited snaps last year. I'm not completely sold on it happening but I think he's a good bet to break out big time in a starting role. 

 

Also as mentioned, Horn is an obvious candidate although I kinda think he already broke out as a rookie before the injury. He was absolutely dominant and lockdown from day 1.
