Why would another team give Teddy a chance to start when the Panthers, who were a bad team last season, are saying he wasn't good enough for them?

obviously the team wants Teddy to see what his real value is and then ultimately restructure and release.

I understand the need to announce but please get something in return.  Keep the smoke screen strong on the fact we can keep him as a back-up, even though no GM in his right mind believes that.

(if Darnold starts bad, and Teddy is still on the team, media will start talking about, should they start Teddy. This scenario will Panthers of course avoid, by cutting Teddy).

Replace Teddy with Darnold, Wentz, Dalton, Fitzpatrick, etc.
