the article touches on it, but nfl footballs and shoulder pads have had chips in them for at least the past 5 seasons. they use it to collect data for next gen stats. they don't use it for officiating because it hasn't proven to be accurate.

The Packers benefit from this little crap alot.  A few times a game they can be a little short of the first down and the refs just give it to them.  And of course the opposite happens to the other team.  There is a laundry list of "little things" that happen over the course of a Packers game that give them the overall advantage.

The Cowboys seem to get a couple bullshit spots per game in the same way
