He's not a stud.

I like Carter because he has heart, but he’s just not good enough. He’s a solid backup, just not a starting LB on a good team.

If he comes back at a relatively cheap price, I am okay with that. Would prefer he is signed as depth and not as a starter.

I’d rather upgrade, but we only have 1 valuable draft pick next year and need to use it for the OL.  Might be stuck with Carter for another year unless someone comes available in FA

I like him as a quality backup, spot starter at a very affordable rate.  If someone wants to pay him starting money best of luck to him.

Carter is perfectly fine as a starting LB for a team that desperately needs 3 OL starters, a starting QB, a backup QB, and has very few draft picks in the next draft.

Remember to ask yourself when considering the priority that should be given to upgrades of players who are okay but nothing special:

How important is the position they play to winning relative to our other needs?

You gotta remember that we have been spoiled with LBs so our threshold for labeling a guy a “starter” might be a tad unrealistic.

He’s decent. Cheap, flies around, misses some tackles. Another offseason and he might improve quite a bit so I’m good with him.

A decent backup level player but they need to upgrade.

Good backup/marginal starter type. As long as we can retain him with a contract reflecting that we probably should. Gotta remember, we're way short on draft capital this year and a definite upgrade probably wouldn't come cheap via FA. You're not going to have All-Pros at every position. You're gonna have to make do with some JAGs and LB is a good place to hide a JAG on your defense.
